The United States, more than any other nation except perhaps Russia, embraces the techno-fix of weather modification. The infamous U.S. Air Force Academy research paper “Weather as a Force Multiplier: Owning the Weather in 2025,” published in August 1996, noted that, “2025 is a study designed to comply with a directive from the chief of staff of the Air Force to examine the concepts, capabilities, and technologies the United States will require to remain the dominant air and space force in the future.”
First presented on June 17, 1996, the paper’s disclaimer states the study does “. . . not reflect the official policy or position of the United States Air Force, Department of Defense or the United States government.” The paper goes so far as to emphasize that, “This report contains fictional representations of future situations/scenarios.”
